第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)第一次會(hui)議(yi),共(gong)收(shou)到(dao)提(ti)案(an)表126份,經(jing)提(ti)案(an)委員會(hui)專題(ti)會(hui)議(yi)審議(yi)后(hou),歸類(lei)整理出64件提(ti)案(an)、31個意見和建議(yi)、5個不立(li)案(an)議(yi)題(ti)。

  具體情(qing)況如下:(一(yi))對(dui)(dui)符合黨(dang)和(he)國家政策(ce)法規(gui),學校(xiao)有(you)條(tiao)件辦理(li),又確實(shi)需要(yao)(yao)辦理(li)的(de)(de)提(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)委員會(hui)將(jiang)80個(ge)(ge)(ge)議(yi)(yi)(yi)題(ti)整(zheng)理(li)合并為(wei)64個(ge)(ge)(ge)正式提(ti)(ti)案(an)(an)(an)(an);(二)對(dui)(dui)一(yi)些不(bu)(bu)(bu)符合立(li)(li)案(an)(an)(an)(an)要(yao)(yao)求(qiu)但有(you)參考(kao)價值(zhi)的(de)(de)提(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)委員會(hui)將(jiang)41個(ge)(ge)(ge)議(yi)(yi)(yi)題(ti)匯總整(zheng)理(li)為(wei)31個(ge)(ge)(ge)意(yi)見和(he)建(jian)議(yi)(yi)(yi),匯總后轉(zhuan)送有(you)關職能(neng)部門,逐條(tiao)向提(ti)(ti)案(an)(an)(an)(an)人回復;(三)對(dui)(dui)屬(shu)于(yu)(yu)個(ge)(ge)(ge)人問題(ti)提(ti)(ti)案(an)(an)(an)(an)、或(huo)提(ti)(ti)出的(de)(de)問題(ti)正確,但已經解決(jue)的(de)(de)提(ti)(ti)案(an)(an)(an)(an),以(yi)(yi)及一(yi)時(shi)沒有(you)條(tiao)件解決(jue)的(de)(de),可(ke)向提(ti)(ti)案(an)(an)(an)(an)人做出解釋的(de)(de)提(ti)(ti)案(an)(an)(an)(an),則(ze)不(bu)(bu)(bu)予立(li)(li)案(an)(an)(an)(an)。(四(si))5個(ge)(ge)(ge)不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)議(yi)(yi)(yi)題(ti):第(di)(di)一(yi),關于(yu)(yu)為(wei)來深探望(wang)子女(nv)的(de)(de)父(fu)母提(ti)(ti)供臨時(shi)住所(suo)的(de)(de)建(jian)議(yi)(yi)(yi)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin)(yin):學校(xiao)西麗(li)湖(hu)校(xiao)區設(she)(she)有(you)招待所(suo),可(ke)以(yi)(yi)滿足需求(qiu);第(di)(di)二,關于(yu)(yu)建(jian)議(yi)(yi)(yi)學校(xiao)為(wei)各(ge)二級學院單位配(pei)備急(ji)救箱的(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin)(yin):急(ji)救工作(zuo)涉及面廣,針對(dui)(dui)性強(qiang),需要(yao)(yao)有(you)資質(zhi)的(de)(de)醫(yi)護(hu)人員正確規(gui)范(fan)操作(zuo),建(jian)議(yi)(yi)(yi)將(jiang)突發情(qing)況及時(shi)報(bao)告醫(yi)務室或(huo)校(xiao)外醫(yi)療(liao)機構(gou)處(chu)置;第(di)(di)三,關于(yu)(yu)清理(li)辦公(gong)室毀壞桌椅的(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin)(yin):無明確地(di)點;第(di)(di)四(si),關于(yu)(yu)修剪學校(xiao)內(nei)路邊(bian)的(de)(de)樹枝的(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin)(yin):屬(shu)于(yu)(yu)明喆物(wu)業綠(lv)化(hua)管理(li)日常工作(zuo);第(di)(di)五,關于(yu)(yu)校(xiao)門增加校(xiao)區標識(shi),設(she)(she)計(ji)考(kao)慮建(jian)筑風水的(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin)(yin):不(bu)(bu)(bu)符合一(yi)事(shi)一(yi)議(yi)(yi)(yi)原(yuan)則(ze),其中一(yi)事(shi)提(ti)(ti)法亦(yi)不(bu)(bu)(bu)妥(tuo)當。

  二、提案受理情況

  在(zai)落(luo)實提(ti)案辦理(li)的(de)過程中,學校工(gong)(gong)會(hui)多次(ci)召開(kai)提(ti)案工(gong)(gong)作(zuo)委員會(hui)會(hui)議(yi),及時與有關(guan)的(de)職能部門進行溝通,完成提(ti)案處理(li)落(luo)實工(gong)(gong)作(zuo)。

  64件提案涉及到(dao)教(jiao)學、科研、學生、人(ren)事、行政教(jiao)輔、生活服務及其(qi)它(ta)等(deng)7個方(fang)面。其(qi)中“(一)制作佩戴校(xiao)徽(hui);(二)開設“書院論壇”;(三)推進解決教(jiao)職工集資款;(四)進一步完善校(xiao)園無線(xian)網絡覆蓋;(五)新(xin)增校(xiao)區電瓶車、方(fang)便師生員工出行”等(deng)5件提案確定為2013年度學校(xiao)為教(jiao)職工辦理的(de)實(shi)事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)(ti)案(an)委(wei)員(yuan)會(hui)(hui)是(shi)雙(shuang)代會(hui)(hui)提(ti)(ti)案(an)落實的最基(ji)本的工(gong)作組織。本著“提(ti)(ti)醒重視,溝通交流,推動進程(cheng)”的工(gong)作原則,對(dui)與多部門相關(guan)的提(ti)(ti)案(an),注重組織協調;對(dui)常(chang)規提(ti)(ti)案(an),逐一跟蹤檢查。一年來,在(zai)校(xiao)分(fen)管(guan)領(ling)導(dao)的指導(dao)、各部門支持(chi)、以及全體委(wei)員(yuan)和校(xiao)工(gong)會(hui)(hui)共(gong)同努(nu)力下(xia),較(jiao)好地履行了(le)職責,順利地完成(cheng)了(le)工(gong)作任務。

  1.做好提案宣傳工(gong)(gong)作,使廣大教(jiao)職(zhi)工(gong)(gong)和雙代(dai)會代(dai)表加(jia)深(shen)對提案價值的(de)認識:即提案是雙代(dai)會廣泛聯(lian)系群眾(zhong)、集中群眾(zhong)智慧、吸引(yin)教(jiao)職(zhi)工(gong)(gong)參與(yu)學校民主管理和民主監督(du)的(de)一個重要途徑。

  2.保證(zheng)提(ti)案(an)調研時間。嚴格執行雙代會相關規定(ding),督促(cu)代表樹立群(qun)眾意(yi)識,平(ping)時注意(yi)群(qun)眾反映(ying),為提(ti)案(an)準(zhun)備信息資源,及(ji)時反映(ying)教職(zhi)工的(de)意(yi)見(jian)和建議(yi)。

  3.準確把握提案(an)的(de)立案(an)。凡(fan)是(shi)按要求(qiu)(qiu)提交(jiao)的(de)提案(an)表(biao),原則上都予以立案(an)。對于沒有立案(an)的(de)提案(an),即(ji)使(shi)是(shi)個案(an)或建(jian)議(yi),本著(zhu)實(shi)事求(qiu)(qiu)是(shi)的(de)態度認真對待和處(chu)理。

  4.不(bu)斷提高提案(an)辦理(li)的(de)質量。一(yi)(yi)(yi)是規范提案(an)辦理(li)的(de)程序;二是加(jia)大督(du)辦的(de)力度,跟蹤(zong)落實,確保能解決的(de)問(wen)題及時解決。一(yi)(yi)(yi)些因客觀原因一(yi)(yi)(yi)時做(zuo)不(bu)到的(de),則做(zuo)好解釋工作(zuo),真(zhen)正做(zuo)到案(an)案(an)有回(hui)音,件(jian)件(jian)有交待。

  5.推動承辦單(dan)位實施“一把(ba)手”工程,確保(bao)交出滿意(yi)“答卷”。在提(ti)(ti)(ti)案(an)辦理過程中,絕大多(duo)數承辦單(dan)位一把(ba)手親自負責(ze)(ze),親自過問,從(cong)嚴(yan)要求、從(cong)快(kuai)辦理,表現出對(dui)學校事(shi)業高度負責(ze)(ze)的態度。人(ren)(ren)事(shi)處(chu)承辦提(ti)(ti)(ti)案(an)14件(jian)(jian)、意(yi)見(jian)和建(jian)議(yi)5個(ge);后勤基建(jian)處(chu)承辦提(ti)(ti)(ti)案(an)11件(jian)(jian)、意(yi)見(jian)和建(jian)議(yi)12個(ge)。此類提(ti)(ti)(ti)案(an)大多(duo)是(shi)民生(sheng)話(hua)題,直(zhi)接關(guan)系到(dao)師生(sheng)員(yuan)(yuan)工的切身利益。在接到(dao)提(ti)(ti)(ti)案(an)后,兩個(ge)部門負責(ze)(ze)人(ren)(ren)分(fen)別帶領(ling)有關(guan)人(ren)(ren)員(yuan)(yuan),認(ren)真分(fen)析(xi)原因,限(xian)時辦理,并加強(qiang)與提(ti)(ti)(ti)案(an)人(ren)(ren)溝(gou)通,爭取(qu)提(ti)(ti)(ti)案(an)人(ren)(ren)的理解(jie)和支持。

  至2013年底,在(zai)各承辦部門的(de)(de)大力支持和配合(he)下,已全部答復提案(an)人(ren)。承諾為教職(zhi)(zhi)員工辦的(de)(de)年度5件實事中,書院(yuan)論(lun)壇開始(shi)運(yun)作(zuo);電瓶車新增了3輛;校(xiao)徽在(zai)進一步的(de)(de)改進;校(xiao)園無(wu)線網絡(luo)在(zai)進一步的(de)(de)完(wan)善;教職(zhi)(zhi)工集資款這一歷史遺(yi)留問題正在(zai)處理中,學校(xiao)一如既(ji)往積極與上海(hai)思博職(zhi)(zhi)業(ye)技(ji)術(shu)學院(yuan)聯系,責成校(xiao)內有(you)關公司按公司法(fa)(fa)合(he)法(fa)(fa)、合(he)理、合(he)情地予以解(jie)決(jue)。3月20日,上海(hai)思博職(zhi)(zhi)業(ye)技(ji)術(shu)學院(yuan)黨政主要領導帶隊來校(xiao)尋求解(jie)決(jue)途徑。我(wo)們將繼(ji)續跟蹤推(tui)進,確保教職(zhi)(zhi)工的(de)(de)合(he)法(fa)(fa)權益。

  綜上所述,上次(ci)會議64件(jian)提案中,不宜采用(yong)和(he)難(nan)以落(luo)實的(de)(de)共10項,占15.6%;其余54件(jian),已(yi)經落(luo)實和(he)正在(zai)(zai)落(luo)實的(de)(de)48件(jian),占75.0%;還有正在(zai)(zai)論(lun)證(zheng),經過努力(li)可以完成(cheng)的(de)(de)6件(jian),占9.4%。

  提(ti)(ti)案(an)(an)委員會向提(ti)(ti)案(an)(an)人發出《提(ti)(ti)案(an)(an)反饋(kui)意(yi)(yi)(yi)見評價表》,對職能(neng)部門承(cheng)辦的(de)64個(ge)提(ti)(ti)案(an)(an)給出“滿(man)意(yi)(yi)(yi)”、“不(bu)滿(man)意(yi)(yi)(yi)”、“無(wu)所謂(wei)”的(de)評價意(yi)(yi)(yi)見。統計結果為(wei)(wei):2個(ge)提(ti)(ti)案(an)(an)被評“無(wu)所謂(wei)”,5個(ge)提(ti)(ti)案(an)(an)被評“不(bu)滿(man)意(yi)(yi)(yi)”,57個(ge)提(ti)(ti)案(an)(an)都被評為(wei)(wei)“滿(man)意(yi)(yi)(yi)”,提(ti)(ti)案(an)(an)反饋(kui)意(yi)(yi)(yi)見的(de)滿(man)意(yi)(yi)(yi)度為(wei)(wei)89.1%。

  五、存在問題和今后的打算

  提案工作與(yu)過(guo)去相比有(you)進步,但仍然存在一些問(wen)題和不足。

  1.個別提案承辦部門對所辦理(li)的提案重視(shi)程度不夠,辦理(li)過程拖拉,辦理(li)質量(liang)不高。

  2.雙代(dai)會代(dai)表(biao)提(ti)案(an)工作水平(ping)有待提(ti)高,特(te)別是提(ti)案(an)撰寫比(bi)較集(ji)中民生(sheng)福利,而對學校發展大局(ju)關注度不夠(gou)。

  針(zhen)對(dui)存(cun)在的問題,我們提(ti)出改進工(gong)作的措施(shi):(1)加強與提(ti)案承辦部(bu)門(men)溝通,提(ti)升他(ta)們對(dui)提(ti)案落實工(gong)作重要(yao)性的認識(shi);(2)在可能的條(tiao)件下,對(dui)雙代會代表進行提(ti)案方面(mian)的培訓學習,提(ti)高提(ti)案工(gong)作水平。

  六、總結表彰

  經工會(hui)委員會(hui)評選,2013年度4個(ge)“優(you)秀提案”和2個(ge)“提案承辦先(xian)進(jin)單位(wei)”分(fen)別是:

  第(di)一,鄭永森(sen)、張臻(zhen)、蘇文(wen)代表提(ti)出的(de)“開設‘書院講(jiang)壇’,推進書院制改革和文(wen)化育(yu)人(ren)工作”;第(di)二,麻小(xiao)紅(hong)、魯林華、施蓓、朱(zhu)方來、鮑薇(wei)薇(wei)、邱浩、肖景文(wen)、王群、張雷代表提(ti)出的(de)“公布(bu)學(xue)校教師集(ji)資(zi)款運(yun)營狀態”;第(di)三,郭剛、吳鋒、余菲、李放(fang)、尹向(xiang)東、陳燕(yan)代表提(ti)出的(de)“將(jiang)無(wu)線(xian)網絡覆蓋整(zheng)個校區”;第(di)四,袁述義、楊燕(yan)云(yun)、文(wen)小(xiao)龍代表提(ti)出的(de)“制作佩(pei)戴校徽”。

  2013年度2個“提案(an)承辦先進(jin)單位”分別是(shi)人事處(chu)、后勤(qin)基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校(xiao)《教(jiao)職工(gong)代(dai)表大會(hui)(hui)工(gong)作(zuo)細則》和(he)工(gong)會(hui)(hui)的(de)有關規定,校(xiao)工(gong)會(hui)(hui)于今年3月(yue)初向學(xue)校(xiao)提(ti)交(jiao)了(le)“關于召開第(di)五屆教(jiao)代(dai)會(hui)(hui)暨第(di)六屆工(gong)代(dai)會(hui)(hui)第(di)二(er)次會(hui)(hui)議的(de)請示”,并于3月(yue)14日得到(dao)校(xiao)黨(dang)委批復,啟動大會(hui)(hui)的(de)籌(chou)備程(cheng)序,給各分工(gong)會(hui)(hui)發(fa)出了(le)向代(dai)表征集提(ti)案的(de)通知。代(dai)表們圍繞學(xue)校(xiao)發(fa)展、人事制度改(gai)革以及教(jiao)職工(gong)所關心(xin)的(de)問(wen)題,認真思考,深入調研(yan),廣泛(fan)聽取(qu)意見,負責任地提(ti)交(jiao)每一個提(ti)案。

  截至3月25日,本次雙代會共(gong)收到99份提(ti)(ti)案(an)表(biao)(見(jian)附件2)。分為教學、科(ke)研、學生、人事(shi)、行政教輔、生活服務及其(qi)它(ta)等方面(mian)。會后,提(ti)(ti)案(an)工作委(wei)員會將本著務實(shi)革新精神,對代表(biao)們提(ti)(ti)出的提(ti)(ti)案(an)進行歸類整理,認真討論研究是否立(li)案(an),同時送(song)校領導批示,提(ti)(ti)交相關職能部門落實(shi)辦理。
