第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代(dai)會第一(yi)次(ci)會議(yi),共收到提(ti)案(an)表126份,經提(ti)案(an)委(wei)員(yuan)會專題會議(yi)審議(yi)后,歸類(lei)整理出64件(jian)提(ti)案(an)、31個意見和建議(yi)、5個不立(li)案(an)議(yi)題。

  具(ju)體情況如下:(一(yi))對(dui)(dui)符(fu)合(he)黨(dang)和國(guo)家政策法(fa)規,學(xue)(xue)校(xiao)有(you)(you)條件辦(ban)理(li)(li)(li),又確(que)實需要(yao)辦(ban)理(li)(li)(li)的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員會將80個(ge)(ge)議(yi)(yi)(yi)題(ti)整(zheng)理(li)(li)(li)合(he)并(bing)為(wei)64個(ge)(ge)正式提(ti)(ti)(ti)案(an)(an)(an)(an)(an);(二(er)(er))對(dui)(dui)一(yi)些不(bu)(bu)(bu)符(fu)合(he)立(li)案(an)(an)(an)(an)(an)要(yao)求(qiu)但有(you)(you)參考價值的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員會將41個(ge)(ge)議(yi)(yi)(yi)題(ti)匯(hui)總整(zheng)理(li)(li)(li)為(wei)31個(ge)(ge)意見和建(jian)議(yi)(yi)(yi),匯(hui)總后轉送有(you)(you)關(guan)(guan)職能部門,逐條向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)回復;(三)對(dui)(dui)屬(shu)于(yu)(yu)個(ge)(ge)人(ren)問題(ti)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)出的(de)(de)問題(ti)正確(que),但已(yi)經解決的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),以及一(yi)時沒有(you)(you)條件解決的(de)(de),可(ke)向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)做出解釋的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),則不(bu)(bu)(bu)予立(li)案(an)(an)(an)(an)(an)。(四)5個(ge)(ge)不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)議(yi)(yi)(yi)題(ti):第(di)一(yi),關(guan)(guan)于(yu)(yu)為(wei)來深探望子(zi)女的(de)(de)父母提(ti)(ti)(ti)供臨時住所(suo)的(de)(de)建(jian)議(yi)(yi)(yi)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)(yuan)因(yin):學(xue)(xue)校(xiao)西麗湖校(xiao)區設有(you)(you)招待(dai)所(suo),可(ke)以滿足需求(qiu);第(di)二(er)(er),關(guan)(guan)于(yu)(yu)建(jian)議(yi)(yi)(yi)學(xue)(xue)校(xiao)為(wei)各二(er)(er)級學(xue)(xue)院單位(wei)配(pei)備急救箱的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)(yuan)因(yin):急救工作(zuo)涉及面(mian)廣(guang),針對(dui)(dui)性(xing)強,需要(yao)有(you)(you)資質的(de)(de)醫(yi)護人(ren)員正確(que)規范操作(zuo),建(jian)議(yi)(yi)(yi)將突發情況及時報告(gao)醫(yi)務室(shi)或校(xiao)外醫(yi)療(liao)機構處置;第(di)三,關(guan)(guan)于(yu)(yu)清理(li)(li)(li)辦(ban)公室(shi)毀壞桌(zhuo)椅的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)(yuan)因(yin):無(wu)明確(que)地點;第(di)四,關(guan)(guan)于(yu)(yu)修(xiu)剪學(xue)(xue)校(xiao)內路邊的(de)(de)樹枝的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)(yuan)因(yin):屬(shu)于(yu)(yu)明喆(zhe)物業綠化(hua)管(guan)理(li)(li)(li)日常工作(zuo);第(di)五,關(guan)(guan)于(yu)(yu)校(xiao)門增加校(xiao)區標識,設計考慮建(jian)筑風水的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)(yuan)因(yin):不(bu)(bu)(bu)符(fu)合(he)一(yi)事一(yi)議(yi)(yi)(yi)原(yuan)(yuan)(yuan)(yuan)則,其中一(yi)事提(ti)(ti)(ti)法(fa)亦(yi)不(bu)(bu)(bu)妥(tuo)當(dang)。

  二、提案受理情況

  在落(luo)實提案(an)(an)(an)辦理(li)(li)的(de)過程中,學校工(gong)會(hui)多次(ci)召開提案(an)(an)(an)工(gong)作(zuo)委員會(hui)會(hui)議,及時與(yu)有關的(de)職(zhi)能(neng)部門進行溝通(tong),完成提案(an)(an)(an)處理(li)(li)落(luo)實工(gong)作(zuo)。

  64件提案(an)涉(she)及(ji)到教(jiao)學(xue)、科研(yan)、學(xue)生、人事(shi)(shi)、行(xing)政教(jiao)輔、生活服務及(ji)其(qi)它等7個(ge)方面。其(qi)中“(一)制作(zuo)佩(pei)戴校(xiao)徽(hui);(二(er))開設“書院論壇”;(三(san))推進解決教(jiao)職工(gong)集資款;(四)進一步(bu)完善(shan)校(xiao)園無線網絡覆蓋;(五)新增校(xiao)區電瓶(ping)車(che)、方便師生員工(gong)出行(xing)”等5件提案(an)確定為2013年(nian)度學(xue)校(xiao)為教(jiao)職工(gong)辦理的實事(shi)(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案委(wei)(wei)員(yuan)會(hui)是雙代(dai)會(hui)提案落實(shi)的(de)最(zui)基(ji)本的(de)工作(zuo)(zuo)(zuo)組(zu)織。本著“提醒重視,溝通交(jiao)流(liu),推動進程”的(de)工作(zuo)(zuo)(zuo)原則,對與多(duo)部(bu)門(men)(men)相關的(de)提案,注重組(zu)織協調;對常(chang)規提案,逐一跟蹤(zong)檢(jian)查。一年來,在校(xiao)分(fen)管領(ling)導(dao)的(de)指導(dao)、各(ge)部(bu)門(men)(men)支持、以及(ji)全體委(wei)(wei)員(yuan)和(he)校(xiao)工會(hui)共同努力下,較(jiao)好地(di)履行了職(zhi)責,順(shun)利地(di)完(wan)成了工作(zuo)(zuo)(zuo)任務。

  1.做好提(ti)案宣傳工作,使廣大教(jiao)職(zhi)工和雙代(dai)(dai)會(hui)代(dai)(dai)表加深對提(ti)案價(jia)值(zhi)的認識:即(ji)提(ti)案是雙代(dai)(dai)會(hui)廣泛聯系群眾、集中群眾智慧、吸(xi)引教(jiao)職(zhi)工參與學校民(min)主管理和民(min)主監督的一個重要途徑。

  2.保(bao)證提(ti)案調研時(shi)間。嚴格執行雙(shuang)代會相(xiang)關規定,督促(cu)代表樹(shu)立群眾意(yi)(yi)識,平時(shi)注(zhu)意(yi)(yi)群眾反映,為提(ti)案準備(bei)信息(xi)資(zi)源,及時(shi)反映教(jiao)職工(gong)的意(yi)(yi)見和建議(yi)。

  3.準確把握提(ti)案(an)(an)的立(li)案(an)(an)。凡是(shi)按要(yao)求提(ti)交(jiao)的提(ti)案(an)(an)表(biao),原則(ze)上(shang)都予(yu)以立(li)案(an)(an)。對(dui)于沒有立(li)案(an)(an)的提(ti)案(an)(an),即使是(shi)個案(an)(an)或建(jian)議,本著(zhu)實事(shi)求是(shi)的態度認(ren)真對(dui)待和處理。

  4.不(bu)斷(duan)提(ti)高提(ti)案(an)(an)辦理(li)的質(zhi)量。一是規(gui)范(fan)提(ti)案(an)(an)辦理(li)的程序;二是加(jia)大(da)督辦的力(li)度,跟(gen)蹤落實,確保(bao)能解決的問(wen)題及時解決。一些(xie)因(yin)客(ke)觀原因(yin)一時做不(bu)到的,則做好解釋工作,真正做到案(an)(an)案(an)(an)有回音,件件有交待。

  5.推動承(cheng)(cheng)辦(ban)(ban)單(dan)位(wei)實施“一(yi)把(ba)手(shou)”工程,確保(bao)交出滿意“答卷(juan)”。在提案(an)(an)(an)辦(ban)(ban)理過程中(zhong),絕大(da)多數(shu)承(cheng)(cheng)辦(ban)(ban)單(dan)位(wei)一(yi)把(ba)手(shou)親自負(fu)(fu)責,親自過問,從嚴要求、從快辦(ban)(ban)理,表現出對學(xue)校事業高度負(fu)(fu)責的態度。人(ren)事處承(cheng)(cheng)辦(ban)(ban)提案(an)(an)(an)14件、意見和(he)(he)建(jian)議(yi)5個(ge);后勤基(ji)建(jian)處承(cheng)(cheng)辦(ban)(ban)提案(an)(an)(an)11件、意見和(he)(he)建(jian)議(yi)12個(ge)。此類(lei)提案(an)(an)(an)大(da)多是(shi)民生話題,直接(jie)關系到(dao)師生員工的切身利益。在接(jie)到(dao)提案(an)(an)(an)后,兩個(ge)部(bu)門負(fu)(fu)責人(ren)分別帶領有(you)關人(ren)員,認(ren)真分析原因,限(xian)時辦(ban)(ban)理,并加強與提案(an)(an)(an)人(ren)溝通(tong),爭取提案(an)(an)(an)人(ren)的理解和(he)(he)支持。

  至(zhi)2013年(nian)底,在(zai)(zai)各承辦部(bu)門的大力支(zhi)持(chi)和配合(he)下(xia),已全部(bu)答復(fu)提案人。承諾為教職員工辦的年(nian)度(du)5件實事中,書院(yuan)論壇開(kai)始運作;電瓶(ping)車新增了3輛;校徽在(zai)(zai)進(jin)一步(bu)的改(gai)進(jin);校園無線網絡在(zai)(zai)進(jin)一步(bu)的完善;教職工集資款這一歷(li)史(shi)遺留問題(ti)正在(zai)(zai)處理中,學(xue)校一如既往積極與(yu)上海(hai)思(si)博(bo)職業技(ji)術學(xue)院(yuan)聯系,責成校內有(you)關公司按公司法合(he)法、合(he)理、合(he)情地予以解(jie)決。3月(yue)20日,上海(hai)思(si)博(bo)職業技(ji)術學(xue)院(yuan)黨政主要領導帶隊來校尋(xun)求解(jie)決途徑(jing)。我們將繼續跟(gen)蹤推(tui)進(jin),確(que)保教職工的合(he)法權(quan)益。

  綜上(shang)所述(shu),上(shang)次會議64件(jian)提案中(zhong),不宜采用和(he)難以(yi)落(luo)實的共10項,占15.6%;其(qi)余54件(jian),已(yi)經落(luo)實和(he)正在落(luo)實的48件(jian),占75.0%;還有正在論證,經過努力可(ke)以(yi)完成的6件(jian),占9.4%。

  提(ti)(ti)案委員會向提(ti)(ti)案人發(fa)出(chu)《提(ti)(ti)案反(fan)饋(kui)意(yi)(yi)(yi)(yi)見評(ping)(ping)價(jia)表》,對職能部門承辦的64個提(ti)(ti)案給(gei)出(chu)“滿意(yi)(yi)(yi)(yi)”、“不滿意(yi)(yi)(yi)(yi)”、“無所(suo)謂”的評(ping)(ping)價(jia)意(yi)(yi)(yi)(yi)見。統計結果為:2個提(ti)(ti)案被(bei)評(ping)(ping)“無所(suo)謂”,5個提(ti)(ti)案被(bei)評(ping)(ping)“不滿意(yi)(yi)(yi)(yi)”,57個提(ti)(ti)案都(dou)被(bei)評(ping)(ping)為“滿意(yi)(yi)(yi)(yi)”,提(ti)(ti)案反(fan)饋(kui)意(yi)(yi)(yi)(yi)見的滿意(yi)(yi)(yi)(yi)度為89.1%。

  五、存在問題和今后的打算

  提案工作與過去(qu)相比有進步,但仍然存(cun)在一些問題和不足。

  1.個別提案(an)承辦(ban)(ban)部門對(dui)所辦(ban)(ban)理(li)的提案(an)重(zhong)視(shi)程(cheng)度不(bu)夠(gou),辦(ban)(ban)理(li)過(guo)程(cheng)拖(tuo)拉,辦(ban)(ban)理(li)質(zhi)量不(bu)高。

  2.雙代會代表(biao)提案(an)工作水平(ping)有待提高,特(te)別是提案(an)撰寫比較集中(zhong)民生福利,而(er)對學(xue)校發展大(da)局關注(zhu)度不夠。

  針對存在(zai)的(de)(de)問(wen)題(ti),我們提出(chu)改進工作的(de)(de)措(cuo)施(shi):(1)加強(qiang)與提案(an)承辦部門溝通,提升他們對提案(an)落實工作重要(yao)性的(de)(de)認(ren)識(shi);(2)在(zai)可能的(de)(de)條件(jian)下,對雙代會代表進行提案(an)方面的(de)(de)培訓(xun)學(xue)習,提高提案(an)工作水(shui)平。

  六、總結表彰

  經工會委員(yuan)會評選,2013年度4個(ge)“優秀(xiu)提(ti)案(an)”和(he)2個(ge)“提(ti)案(an)承辦(ban)先進單(dan)位”分別是(shi):

  第一(yi),鄭永森、張(zhang)臻(zhen)、蘇文(wen)代(dai)表(biao)提出(chu)(chu)的(de)“開設‘書院(yuan)講壇’,推進書院(yuan)制改革和文(wen)化育人工(gong)作(zuo)”;第二,麻小(xiao)紅、魯(lu)林華、施蓓、朱方來、鮑薇薇、邱浩、肖景文(wen)、王群、張(zhang)雷代(dai)表(biao)提出(chu)(chu)的(de)“公布學(xue)校教師集資(zi)款運營狀(zhuang)態”;第三,郭剛、吳鋒、余菲、李(li)放、尹(yin)向東、陳燕代(dai)表(biao)提出(chu)(chu)的(de)“將無線(xian)網絡覆蓋(gai)整個校區(qu)”;第四,袁述(shu)義、楊(yang)燕云、文(wen)小(xiao)龍代(dai)表(biao)提出(chu)(chu)的(de)“制作(zuo)佩戴校徽”。

  2013年度(du)2個“提案承(cheng)辦先進單位”分別是人事(shi)處、后勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校《教職(zhi)工(gong)代(dai)表(biao)大(da)會(hui)(hui)(hui)工(gong)作(zuo)細則》和工(gong)會(hui)(hui)(hui)的有關(guan)規定,校工(gong)會(hui)(hui)(hui)于今(jin)年3月初向學(xue)校提(ti)(ti)(ti)交了“關(guan)于召開第五屆(jie)教代(dai)會(hui)(hui)(hui)暨第六屆(jie)工(gong)代(dai)會(hui)(hui)(hui)第二次會(hui)(hui)(hui)議(yi)的請示”,并(bing)于3月14日得到校黨委批復,啟動(dong)大(da)會(hui)(hui)(hui)的籌備程序,給各分(fen)工(gong)會(hui)(hui)(hui)發出(chu)了向代(dai)表(biao)征(zheng)集提(ti)(ti)(ti)案的通(tong)知(zhi)。代(dai)表(biao)們圍繞學(xue)校發展、人事制(zhi)度改革以及教職(zhi)工(gong)所關(guan)心(xin)的問(wen)題,認真思考,深入調研(yan),廣泛聽取意見(jian),負責任地提(ti)(ti)(ti)交每(mei)一個提(ti)(ti)(ti)案。

  截至3月25日,本次雙代會共收到(dao)99份提(ti)案表(見附件2)。分為教學、科研(yan)(yan)、學生(sheng)、人事、行政教輔(fu)、生(sheng)活(huo)服(fu)務及其它等方面(mian)。會后,提(ti)案工作委(wei)員會將本著務實革新精神,對代表們提(ti)出(chu)的(de)提(ti)案進行歸(gui)類整理,認(ren)真討論研(yan)(yan)究是否立案,同時(shi)送(song)校領導批示,提(ti)交相(xiang)關職能(neng)部門落實辦理。
